ChoiceTheorem's Overhauled Village, usually shortened to CTOV, adds new villages and pillager outposts with builds that fit each biome. It is a world generation mod: Modrinth lists it as required on the server and unsupported on the client, so players do not need to install it. It runs on NeoForge and Fabric.
Checked against CTOV 4.1.0 and Lithostitched 1.8.0 on NeoForge and Fabric with Minecraft 26.2, October 2026.
Pick the right version
CTOV's newest builds, 4.1.0, are for Minecraft 26.2. There is no 26.3 build yet. Open JAR Manager under More, choose NeoForge or Fabric under Server software and 26.2 under Minecraft version, then press Apply change. The loader and version guide has the full steps. Leave Take a backup first ticked in the confirmation window. Minecraft 26.x runs on Java 25, which the panel selects for you.
Older CTOV builds cover 26.1 (4.0.0) and 1.21.1 (3.6.3), also for NeoForge and Fabric.
What it needs
CTOV requires Lithostitched, a library mod. Modrinth lists no dependencies for CTOV 4.1.0, so the Mods tab will not offer it. The mod's own files say it is required (version 1.7 or newer), so install it yourself first. On Fabric the setup is longer:
- NeoForge: Lithostitched.
- Fabric: Lithostitched, Fabric API (Lithostitched asks for it) and Cloth Config API, which the project's wiki lists as a requirement on Fabric.
Install it
- Open Mods under Content and keep the Modrinth chip selected in the source chip row at the top of the tab. The Game version filter starts on your server's version.
- Search for and install
Lithostitched. On Fabric, its window, "Needs 1 more add-on", offers Fabric API: press Install all (2). Then search for and installCloth Config API, which no window offers. - Search for
ChoiceTheorem's Overhauled Villageand press Install. No window opens. The jar is saved under its published name, which starts with the loader in square brackets:[Neoforge]ctov-26-2-4.1.0.jaror[fabric]ctov-26-2-4.1.0.jar. - Restart from the Console tab.
Check the Installed view. CTOV and Lithostitched should be listed with no Failed to load or "Needs" badge.
Seeing the new villages
The project's FAQ says CTOV can be added to an existing world safely, but the new structures only spawn in newly generated chunks. Explore beyond what you have already visited, or start a new world. Change your world seed explains starting a new world on your server.
To find one, join as an operator and use /locate structure with a CTOV structure name. For example, /locate structure ctov:large/village_plains points to the nearest large plains village. The mod's files have separate large, medium and small village folders, so swap large for the size you want. Operators are set in the Players tab; Whitelist players and set operators shows how.
Settings
On NeoForge the settings are in config/ctov-common.toml, according to the project's wiki. Stop the server before editing it in the File Manager, and restart afterwards. The options are:
generateSmallVillage, generateMediumVillage, generateLargeVillageandgeneratePillagerOutpost: all true by default.enabledVillagesandenabledPillagerOutposts: which village and outpost types may generate.smallVillageWeight(10),mediumVillageWeight(4),largeVillageWeight(1) andoutpostWeight(1): the relative chance of each size. Setting one to 0 turns that size off.
On Fabric the options are saved through Cloth Config in config/ctov.json, in structures and weights sections. The generate switches and the three village weights keep the same names, but the type lists are enabledVillage and enabledPillageroutpost, and the outpost weight is OutpostWeight. Use those names there, not the NeoForge enabledVillages, enabledPillagerOutposts and outpostWeight.
Common problems
- The server stops at startup: open the Console and read the last lines. A missing Lithostitched is the usual cause. Fix mod and plugin errors on Minecraft covers the log.
- Moving a CTOV server between NeoForge and Fabric: do it in JAR Manager. Its confirmation window lists the add-ons it swaps to their build for the new loader, here CTOV and Lithostitched, and it swaps them before the reinstall. If a swap fails, a message says it couldn't swap that add-on to the new loader's build: delete its old jar in File Manager and install the new build from the Mods tab. Afterwards check the Installed view: on Fabric, Lithostitched needs Fabric API and CTOV needs Cloth Config API, as listed above.
- No new villages appear: you are in chunks that already existed. Travel to new terrain.
- Villages from another mod conflict: the project says mods that add new villagers need compatibility packs, which it publishes separately.
